ABOUT ACCRA TECHNICAL UNIVERSITY
Accra Technical University is located in the central business district of Accra, the Capital City of Ghana. The University was converted from a Polytechnic to a Technical University in September 2016 by an Act of Parliament establishing Technical Universities in Ghana.  The University has been mandated by the Technical Universities Act, (Act 922), to provide higher education in engineering, science, and technology-based disciplines, technical and vocational education and training, applied arts and related disciplines.

The University has a staff of about 700 made up of faculty, senior administrative officers, and other supporting staff and a student population of about 15,000 made up of full and part-time students offering various academic and professional programmes. The Vision of the University is to be a Technical University of global excellence in competency-based and practice-oriented training, applied for research and technology transfer.

THE POSITION VICE-CHANCELLOR

  • The Vice-Chancellor is the Executive Head of the University and is responsible, under the Governing Council of the University, for both Academic and Administrative functions of the University.
  • The Vice-Chancellor is the chief disciplinary officer and has authority over all employees and students of the University, subject to the Statutes and Conditions of Service of the University. The person shall be responsible for protecting the integrity of the University’s processes.
  • The Vice-Chancellor is responsible for the promotion of a world-class, high-quality Technical University education and the provision of the necessary academic and administrative leadership.
  • The Vice-Chancellor shall be responsible for initiating and implementing the Strategic Plan of the University, subject to approval by the Governing Council.
  • It shall be the duty of the Vice-Chancellor to advise the Governing Council and Academic Board of the University on all matters affecting policy, finance, governance, and administration of the University.
  • The Vice-Chancellor, subject to the approval of the Governing Council, shall have the power to delegate any of the functions assigned by the Statutes to Senior Members of the University as deemed appropriate.

TERMS OF APPOINTMENT

  • The Vice-Chancellor shall hold office for an initial term of four (4) years. The appointment may be renewed, upon application for a further term of up to four (4) years only if that is not beyond the statutory retirement age of sixty (60) years.
  • The terms and conditions of the appointment shall be determined by the Governing Council of the University consistent with the Technical Universities Act 2016 (Act 922) and Statutes of Accra Technical University.
  • The salary and Conditions of Service attached to this position are very attractive and are comparable to those in analogous universities in Ghana.

 

THE PERSON:

  • Must be of an unblemished character and have a high degree of personal integrity, be circumspect and above reproach.
  •  Must be a distinguished and internationally acclaimed scholar, with a minimum academic qualification of Ph.D. or its equivalent in engineering, applied arts or sciences and must have attained the rank of a Professor.
  • Must have wide experience and knowledge in tertiary education and industry.
  • Must have proven capacity to motivate and manage faculty, staff, students and the University assets.
  • Must have wide experience in collaboration with industry.
  • Must have proven organizational and leadership skills.
  • Must possess excellent interpersonal and communication skills, be a team player and have the capacity to manage and control crisis.
  • Must be visionary, business-oriented and able to establish rapport between industry and the University for beneficial purposes.
  • Must have the capacity to raise funds and other resources for teaching, research and community services.
  • Must have at least twelve (12) years post qualification working experience in a senior management position in a tertiary education or related institution.
  • Must be able to serve a full term of four (4) years before reaching the statutory retirement age of sixty (60) years.

 

THE POSITION OF THE PRO VICE-CHANCELLOR

  • The Pro Vice-Chancellor shall be of Professorial status and shall possess a Ph.D. or its equivalent in Engineering, Applied Sciences or Social Sciences.
  • The Pro Vice-Chancellor shall report to the Vice-Chancellor.
  • The Pro Vice-Chancellor shall act in the absence of the Vice-Chancellor.
  • The Pro Vice-Chancellor shall be the academic head of the University.
  • The Pro Vice-Chancellor shall be the liaison between the University and all external academic regulatory bodies.
  • The Pro Vice-Chancellor shall be a non-voting member of the University Governing Council.

TERMS OF APPOINTMENT

  • The Pro Vice-Chancellor shall be appointed for a period of three (3) years. The appointment may be renewed, upon application for a further term of up to three (3) years only if that is not beyond the statutory retirement age of sixty (60) years.
  • The terms and conditions of the appointment shall be determined by the University Governing Council consistent with the Technical Universities Act 2016 (Act 922) and the Statutes of the University.
  • The salary and Conditions of Service attached to this position are very attractive and are comparable to those in analogous universities in Ghana.THE PERSON:
  • Must have a wide experience in academic management including the conduct of University Examinations, Quality Assurance and liaison with Universities’ regulatory bodies.

THE POSITION OF THE REGISTRAR

  • Reporting to the Vice-Chancellor, the Registrar shall be the Chief Administrative Officer of the University.
  •  The Registrar shall be responsible for coordination of the University’s strategic planning, policy formulation, and implementation.
  • The Registrar shall be responsible for supervision of the day-to-day operations of the offices within the Registry, including student admissions, examinations and records, student affairs, human resources and general administration.
  • The Registrar shall be the Secretary to the Governing Council and the Academic Board of the University.
  • The Registrar shall be responsible for the custody of Accra Technical University Seal and for affixing same to relevant documents of the Governing Council and the Academic Board.
  •  The Registrar shall be responsible for the custody of all legal documents and records of the University.
  • The Registrar shall be responsible for publishing policy decisions of the Governing Council and the Academic Board of the University.
  • The Registrar shall perform any other functions as may be assigned by the Governing Council or delegated by the Vice-Chancellor of the University.

THE PERSON:

  • Must be a servant leader and be capable to plan, organize, implement, and administratively manage all activities related to the Office of the Registrar.
  • The Person must be able to provide sound advice to the Vice-Chancellor on all issues affecting the administrative functions of the University.
  • Must have wide experience in the management of students and staff records in a manner that is consistent with the University’s mission and accreditation standards.
  • Must possess excellent relational, communications, academic and administrative skills.
  • Be able to identify the Mission and Vision and develop an implementation strategy to achieve the same.
  • Must have excellent interpersonal and organizational skills and a commitment to outstanding student service.
  • Must be able to effectively communicate with students, administrators, and external agencies.
  • Must be able to work with and influence others to achieve operational requirements.
  • Must be able to work effectively under pressure and meet deadlines.
  • Must be able to counsel students and provide advice and directions as appropriate to resolve issues and complaints

 

  • Must have a minimum of Masters’ degree preferably in Administration, Management related area and preferably a professional qualification in the relevant discipline.
  • Must have at least twelve (12) years post qualification working experience in a senior academic position in a tertiary education or related institution.
  • Must be able to serve a full FOUR-YEAR (4) term of office before attaining the compulsory retirement age of SIXTY (60) years.HOW TO APPLY FOR THE JOB

THE POSITION OF THE DIRECTOR OF WORKS AND PHYSICAL DEVELOPMENT

  • The Director of Works and Physical Development shall be responsible for the development and maintenance of physical and infrastructural works and/or facilities of the University.
  • The Director of Works and Physical Development shall have oversight responsibility for municipal services of the University and all departments under the Directorate.
  • The Director of Works and Physical Development shall be responsible for providing effective leadership and management of health, safety and environmental matters for the University as a whole.
  • The Director of Works and Physical Development shall be in charge of developing maintenance strategies for ensuring that the University properties are in good condition.
  • The Director of Works and Physical Development shall consider and advise the Entity Tender Committee and Development Sub-Committees of the Governing Council on technical matters affecting tenders on buildings and other development projects to enable the Committees to make informed decisions.
  • The Director of Works and Physical Development shall be responsible for all preliminary matters on contracts involving the physical or infrastructural development of the University and the use of any part of the University’s lands.
  • The Director of Works and Physical Development shall be responsible to the Vice-Chancellor through the Pro Vice-Chancellor for the efficient discharge of his duties.
  • The Director of Works and Physical Development shall perform any other duties and functions as may be assigned by the Vice-Chancellor and the Pro Vice-Chancellor.

Terms of Appointment

The Person:

  • Must be able to contribute effectively to the University’s strategic planning processes, with special reference to the physical environment and the physical resources strategy, in the context of supporting the University’s teaching, research, residential and other business activities.
  • Must be able to liaise and communicate with a wide range of individuals and organizations outside the University including contractors and built environment professionals with the aim of fostering closer collaboration with the University.
  • Must have the desire and drive to acquire knowledge and skills necessary to perform the job efficiently and effectively.
  • Must be able to keep under review developments at national and international levels relating to works and physical development, to assess their implications for the University, and disseminate information and ideas within the University as appropriate.
  • Must be able to build close working relationships with the Senior Management Team, senior administrative and academic colleagues and to nurture a strong sense of teamwork among staff in the Directorate.
  • Must be capable of liaising closely with appropriate staff in the University in the planning and consultation processes relating to strategic and major operational developments within the Directorate and to communicate such plans and activities in a range of University forums.
  • Must be able to demonstrate an ability to provide direction and to inspire and support the staff in the works and physical Development Directorate to achieve the mission, vision, and objectives of the University as a whole.
  • Must be able to provide leadership to all staff in the Directorate, ensuring that the necessary skill and competency levels are in place, developed or acquired and that a strong service ethos is inculcated and maintained.
  • Must possess high-level of strategic planning and organizational skills, including forwarding, planning and forecasting together with the ability to respond appropriately to user demands and expectations.
  • Must be capable of contributing to the dissemination and sharing of best practice on works and physical development within the tertiary education sector
  • Must be able to provide clear, practical and accurate advice to staff at all levels in the Directorate of Works and Physical Development on engineering best practices.
  • Must possess a Master’s Degree in Built Environment and relevant Professional qualification.
  • Must also possess a professionally recognized certificate and a current professional practicing license.
  • Must have at least twelve (12) years post academic qualification working experience, not below the rank of a Deputy Director of works and Physical Development or Deputy Development Officer or analogous position in a tertiary education or public service.

THE POSITION OF THE LIBRARIAN

  • The Librarian shall be of a Professorial status.
  • The Librarian is an academic position in the University but the requirement of teaching shall not apply to the Librarian.
  • The Librarian shall report to the Vice-Chancellor through the Pro Vice-Chancellor.
  • The Librarian shall be responsible for facilitating the provision of adequate reading, listening and viewing materials to support the teaching, research and extension functions of the University.
  • The Librarian shall be responsible for ensuring the maintenance of a good environment for reading and learning in all the libraries of the University.
  • The Librarian shall be responsible for establishing and maintaining proper networking between the University Library systems and other Libraries both local and international.
  • The Librarian shall be responsible for managing the libraries and related information, communication materials and resources of the University, in accordance with rules and regulations and policies recommended by Academic Board and approved by the Governing Council of the University.
  • The Librarian shall be responsible for implementing the decisions of the Library Committee approved by the Academic Board.
  • The Librarian shall perform any other duties and functions as may be assigned by the Vice-Chancellor and the Pro Vice-Chancellor.

  •  Must be able to ensure that adequate library and research resources are available to meet faculty and student needs within the assigned budget.
  • Must be able to demonstrate the ability to research, conclude and manage all required beneficial licenses and copyright of internal and external parties.
  • Must have worked with a current University Library’s software or Library records management software in a manner that is consistent with the University’s mission and objectives.
  • Must have excellent interpersonal and organizational skills and a commitment to outstanding student and staff service.
  • Must be able to effectively communicate with students, staff and external agencies.
  • Must be able to demonstrate the ability to provide direction and to inspire and support the staff in the Library to achieve the mission, vision, and objectives of the University as a whole.
  • Must be able to work with and influence others to achieve operational requirements.
  • Must be able to provide clear, practical and accurate advice to staff at all levels in the Library on Library procedures and requirements.
  • Must possess a postgraduate degree in Library or Information Science related studies. A Ph.D. in Library or Information Science is preferable.
  • Must have at least twelve (12) years post qualification working experience, not below the rank of a Deputy Librarian or analogous position in a tertiary education or public service.
